On April 15, 2023, CF40 held its 15th Annual Conference in Beijing themed “New Chapter for Finance: Recovery and Transition”. The event consisted of a closed-door seminar in the morning, a luncheon, and two parallel sessions in the afternoon.
The closed-door seminar, moderated by CF40 Secretary-General Wang Haiming, kicked off with four keynote speeches. Zhou Xiaochuan, President of the China Society for Finance and Banking and former Governor of the People's Bank of China, provided a fresh perspective on the recent collapse of three US regional banks. Shang Fulin, former Chairman of the China Banking Regulatory Commission, delivered a speech on “A New Chapter of Financial Development”. Chen Wenhui, Vice Chairman of the National Council for Social Security Fund of China, talked about promoting high-quality development with long-term capital. Liu Jun, President of the Bank of Communications, delved into China’s modernization from a comparative perspective. Following the speeches were discussions around relevant topics.
The luncheon revolved around the “Trend of US Inflation and the Fed’s Policy Options”, featuring a keynote speech by Yu Yongding, Academician at the Chinese Academy of Social Sciences (CASS) and Chairman of Shanghai Pu Shan New Finance Development Foundation. Following the address were thematic discussions by Guo Kai, Senior Fellow of China Finance 40 Forum, and Miao Yanliang, CF40 Member and Chief Strategist of China International Capital Corporation (CICC). The session was moderated by Zhu Jun, Member of CF40 Academic Committee and Chairwoman of Silk Road Fund.
Parallel Session I in the afternoon concentrated on the “Prospect of Economic Recovery and the Role of Financial Sector”. Zhu Yunlai, Member of CF40 Executive Council, Visiting Professor of Management Practice at Tsinghua University, and former President and CEO of China International Capital Corporation (CICC), Gao Shanwen, CF40 Academic Committee Member and Chief Economist of Essence Securities, and Zhang Bin, CF40 Nonresident Senior Fellow and Deputy Director of the Institute of World Economics and Politics (IWEP) at CASS, delivered keynote speeches titled “Analysis of the Growth Outlook”, “Recent Changes in Macroeconomy”, and “Structural Reform and Countercyclical Policy” respectively. Ning Jizhe, CF40 Advisor and former Deputy Director of the National Development and Reform Commission, Yin Yanlin, CF40 Advisor and Deputy Director of Office of the Central Financial and Economic Affairs Commission, and Liu Guoqiang, CF40 Advisor and Deputy Governor of the People’s Bank of China, shared their views on related issues of concern. The session was moderated by Zhang Xiaohui, CF40 Non-Resident Senior Fellow and former Assistant Governor of the People’s Bank of China.
Parallel Session II explored “Financial Risks, Development, and Security”. Huang Yiping, CF40 Member and Deputy Dean of the National School of Development at Peking University, and Sun Tianqi, Director-General of the Financial Stability Bureau of the People’s Bank of China, gave remarks on “Monetary Policy, Financial Regulation and Stability of Institutions at Risks” and “the SVB and Credit Suisse Crises from the Perspective of Financial Regulation and Financial Stability” respectively. Following the speeches were thematic discussions by Xiao Gang, CF40 Non-Resident Senior Fellow and former Chairman of China Securities Regulatory Commission, and Li Wenhong, CF40 Member and Director of Beijing Municipal Bureau of Local Financial Regulation and Supervision. Wang Xin, CF40 Member and Director-General of the PBC Research Bureau moderated the session.
More than 300 experts from policymaking agencies, the financial industry and academia attended the conference.
