On April 7, 2018, China Finance 40 Forum (CF40) held its Tenth Anniversary Conference with the theme The New Era: Review of 40 Years’ of Reform and Opening-up and Future Outlook. More than 150 guests attended the conference including CF40 advisors and members, representatives of member institutions, and representatives of think tanks from Beijing, Shanghai, Qingdao and Tianjin.
CF40 was founded in April 2018 in Beijing. It is a nonprofit, independent and professional think focusing on China’s macroeconomic and financial policy research. Over the past ten years, CF40 has paved a new way for think tank operation in China, which could be summarized as “supporting government policy-making in a market-oriented way”. Under this approach, CF40 has gradually established its “platform + research institute” model and become one of China’s most influential economic think tanks.
At the conference, Chen Yuan, Chairman of CF40 Executive Council and Vice Chairman of the 12th National Committee of the Chinese People’s Political Consultative Conference delivered the opening speech, in which he lauded CF40’s achievements and encouraged it to strive for more contributions and influence in the years to come.
Since its founding, CF40 had held 772 seminars and conducted 156 research projects. Some of the research provided valuable reference to China’s economic policymaking, e.g. Chen Yuan’s research on water transfer and management, Xie Ping’s research on China’s financial regulatory framework reform, and Li Bo’s proposal for a “double pillar” (monetary policy and macro prudential policy) framework.
By the end of April 2018, CF40 had published 106 books, 444 issues of Weekly Research Reports and 33 issues of New Finance Review. In addition, CF40 has submitted more than 30 Policy Briefs to top leadership for reference. In 2017, CF40-PIIE Joint Report and Jingshan Report both received high acclaim from policy makers, industry professionals, and academia.
At the conference, Chen Yuan conferred CF40 Founding Member Memorial Award to 14 founding members. They are Xie Ping, Huang Yiping, Ding Zhijie, Fan Wenzhong, Fang Xinghai, Gao Shanwen, Guan Tao, Li Daokui, Li Fu’an, Liu Chunhang, Lu Lei, Sun Mingchun, Yan Qingmin and Zhong Wei.
Chen Yuan also awarded the 2017 Jingshan Report team with a certificate of distinction for outstanding research.
Huang Yiping, chairman of CF40 Academic Committee awarded Peng Wensheng, the author of The Gradually Approaching Financial Cycle, with the CF40 Book of the Year Award.
2018 is also the 40th anniversary of the launch of China’s reform and opening-up policy. After the celebration of the ten-year anniversary, the participants went on to discuss China’s historical achievements over the past 40 years and how to carry on further reform and opening.
Huang Hong, Vice Chairman of China Banking and Insurance Regulatory Commission, Fang Xinghai, CF40 advisor and Vice Chairman of China Securities Regulatory Commission, Lu Lei, CF40 member and Deputy Administrator of the State Administration of Foreign Exchange, Yin Yong, CF40 member and Vice Mayor of Beijing, and Long Guoqiang, CF40 Academic Committee member and Vice Minister of Development Research Center of the State Council reviewed the development of China’s financial sector during the past four decades, analyzed the challenges ahead, and offered suggestions on how to implement further opening in the new era.
In the afternoon, two parallel sessions were held on Economic Growth and Financial Risk Prevention and Building a Modern Financial System in the New Era respectively.
